Based on data from the opponent's website covid-19.surabaya.go.id, the number of positive confirmed citizens of Covid-19 in Surabaya increased significantly from before on Saturday (11/4) only 97 people to 180 people on Sunday (12/4) . While on Monday (13/4) there was an increase of 28 people, bringing the total to 208 people.
Surabaya, together with Sidoarjo, and Gresik are now the red zone areas with the highest number of Covid-19 positive cases in East Java (East Java). However, until now, Surabaya Mayor Tri Rismaharani has not planned to submit a large-scale social restriction (PSBB) application to the central government.
Communication Protocol Coordinator, Surabaya Covid-19 Task Force for the Acceleration of Handling Surabaya, M. Fikser said Surabaya Mayor Tri Rismaharini had held an audience with the Surabaya Police Chief of Police, Senior Commissioner Sandi Nugraha regarding the soaring positive citizens of Covid-19 in Surabaya on Monday (13/4).
"Mrs. Risma and Mr. Sandi have many discussions. One of them is the number that is confirmed whether they are from people under surveillance (ODP) and patients with supervision (PDP). Or data from outside, then the swab test at the Surabaya Hospital from outside continues to enter so it's like that, "he said.
Fikser explained that for ODP and PDP patients, they had previously gone through various stages of examination and tests, especially for Surabaya residents. But what is feared from the amount of data owned by the municipal government, there are patients who are Covid-19, but outside of the data owned by the municipal government.
This means, he continued, the Surabaya City Government must prepare a special handling strategy, if there are Surabaya residents who seek treatment outside the city and the status is positive Covid-19.
"Even though Surabaya has also become a referral from various regions. It could be that he (the patient) was not positive. Then in his development, treatment at a hospital outside Surabaya was finally positive. So this is what is being discussed here how to handle it," he said.
Previously Fikser explained, before the PSBB was submitted, the impact arising from its application had to be considered. Starting the economic impact, to the social impact of the community. Therefore, he stressed that his party would continue to study and analyze the application of the PSBB.
"So until now the City Government is still conducting studies and has not yet applied it. It is only limited to giving appeals on the ground to the community," said Fikser.
Surabaya DPRD Deputy Chairperson A.H. Thony, said that Surabaya had no plans to submit a PSBB application. Because the Covid-19 pandemic in Jakarta and Surabaya is very different.
"Conditions in Surabaya are still relatively under control, especially the number is relatively lower," said Thony, Tuesday (4/14).
However, Thony admitted, the Surabaya City Government needs to prepare the PSBB concept from mild to medium. However, he continued, to determine when the PSBB would take effect in Surabaya, his side still did not know.
Surabaya City DPRD Commission D Member for Public Welfare Ibnu Shobir suggested that the Surabaya City Government immediately propose the implementation of the PSBB to the Ministry of Health through the East Java Provincial Government. This follows positive citizens Covid-19 experienced a drastic increase.
"My advice should be immediately put into effect by the PSBB, like in Jakarta," he told reporters in Surabaya, Monday (13/4).
However, he continued, before applying PSBB, solutions must first be sought for residents of Surabaya, so that there is logistical assistance to every citizen during the PSBB. He explained that the Surabaya City Government had been handling COVID-19 for three weeks, but the spread of the corona virus could not yet be suppressed.
"Even with a rapid test, the spread of the corona virus cannot be stopped," he said.
According to him, the only way is how the Surabaya City Government narrowed the space of Covid-19 by conducting PSBB. Of course, he said, after PSBB became the last option, the next step was the need for assistance to residents such as financial assistance to each citizen during the implementation of the PSBB.
Therefore, he said, if indeed the Surabaya City Government imposed a PSBB, there needed to be financial assistance for both low-income (MBR) and non-MBR people.
"Now with this PSBB, it will automatically be known how many decreased ODP or PDP cases," he said.
There is no PSBB proposal yet
The East Java Provincial Government stated that it had coordinated with the Surabaya City Government and supporting regions such as the Sidoarjo Regency and Gresik Regency, regarding the possibility of implementing the PSBB. However, East Java Governor Khofifah Indar Parawansa asserted that up to now there are no regions that have proposed the PSBB.
"Today is there a PSBB? Not yet. But yesterday it was the Regional Secretary who coordinated. The Regional Secretary will confirm," Khofifah said when holding a press conference at the Grahadi State Building, Surabaya, Monday (13/4).
East Java Provincial Secretary Heru Tjahjono said there were indeed no regencies or cities in the local area that had submitted the PSBB application. However, he admitted that he had coordinated with Surabaya City Government, Sidoarjo Regency Government, and Gresik Regency Government regarding the possibility of implementing PSBB in the City of Heroes.
Coordination is done after seeing the developments in which the positive case of Covid-19 in Surabaya continues to increase. In fact, Surabaya is the largest contributor to the positive cases of Covid-19 in East Java.
"Again, we are coordinating the possibilities for PSBB to be carried out. But not yet. However, things that are like PSBB are already done in the city and district," Heru said.
