Denies the increase, what does PLN explain? PLN has responded to the many complaints made by consumers about the increase in electricity bills experienced by non-subsidized electricity customers. When confirmed, PLN's Executive Vice President of Corporate Communication and CSR, I Made Suprateka, said there had been no increase in electricity tariffs for the past 2 years. "We make sure there is currently no increase in electricity, prices are still the same as the previous three months. In fact, since 2017 this electricity tariff has never increased," Made Suprateka was quoted as saying from Kompas.com, Sunday (3/5) 2020). A similar statement was made by PLN through its social media, one of which was via Twitter @ pln_123.

Based on data owned by the Ombudsman, the last two years there has been no increase in electricity tariffs. "We have a table, in the last two years there has been no increase in electricity tariffs. If there is an increase, then this is a big question mark. This is a lot of protest now and this is irregularity," said Ombudsman Commissioner RI Laode Ida, as reported by Kompas.com , Sunday (3/5/2020). 

According to him, PLN must explain this irregularity to the public. He suspected, there were several factors that caused the increase in electricity rates to occur. One of them is PLN's recommendation for customers to report their electricity meter independently via WhatsApp. This opens up opportunities for inaccuracy in determining electricity tariffs. The second factor, efforts to get around the state revenue through PLN in the midst of the Covid-19 pandemic crisis. "If this happens, then the evil conspiracy on the part of PLN and 'force' the people directly to subsidize the state through PLN. 

This is not good," said Laode Ida. If this happens, then PLN has violated the law because it raised electricity tariffs without prior consultation with other parties. The reason is that electricity is a basic need of the community, and not a secondary need. Therefore, all policies in it must be discussed clearly. "That is a violation, in Law P3 (Procedure for Making Legislation), if this is included in the part of the decisions of state institutions related to the public interest without consulting, then he is in violation of the applicable laws and regulations," Laode said.
